In outlook on left hand side select the Mailbox name the one which is holding the secondary calendar and then go to properties click on permission and then grant reviewer permission to other user. The work around would be to access the same calendar would be you need to grant reviewer permission to users who wants to access that secondary calendar over the Mailbox top level which holds the secondary calendar. You really cannot share the secondary Calendar created in the mailbox. The other work around would be here to either you create a Public Folder Based Calendar and grant required permission to users. Also note that by doing above other users can see the entire content if that mailbox such as not only secondary calendar also other folders so the privacy and security will be total loss.
